which I had been frequently recommended (particularly by 401 H.E. Sir Matthew Nathan in 0.5.0. 7237/1905) and noted, but which had not so far been forthcoming. The Secretary of
State in his despatch No. 91 refers to my "position and prospects", and to "having regard to the special circumstances of his case". The question of increase of salary was dis- missed by him,- being refused.
Had I in the interim between 1st January, 1912, and that date (1.1.15) received promotion to another post carry- ing a pensionable salary of not less than £720 per annum, then my personal and pensionable allowance would have been discontinued, and the necessity for my present application would have disappeared. When I was officially informed of the Secretary of State's approval of H.E. Sir F. Lugard'a recommendation, I had an interview with the Colonial Secretary (Hon. Mr. Olementi) and he assured me, that, the decision was entirely personal to myself and meant what I have stated, and that the application which I have now made, stating that I have had no promotion in the interim and requesting to be placed on the stipulated pensionable maximum of £720 per
annum from 1st January, 1915, was a mere formality in order
to have that done.
